The Department of Public Works was officially created on July 1, 2009, by merging the former Department of Code Administration with the Office of Transportation and the public construction staff from the former Department of Public Services. The new department is organized into five divisions providing a broad range of services to the citizens and customers of Stafford County. Each of these divisions is described briefly below.

Building and Permits Division Cary K. Jamison - Building Official - (540) 658-8650
Staff from this division is responsible for receiving building permit applications for all residential and commercial building projects in Stafford County. Prior to issuing a building permit, most permit applications must be reviewed by staff to ensure plans are in compliance with the most recent update of the building code. This process often involves review by staff from the Zoning Division of the Department of Planning and Zoning to ensure the project complies with current zoning regulations. Once a project has been approved and issued a building permit, the project will be inspected by staff at all phases of construction.
Staff provides assistance for many building-related issues, including the inspection of damaged structures from fire or storms, and assistance in the resolution of homeowner and contractor disputes.
Environmental Division Steven L. Hubble - Environmental Programs Manager - (540) 658-8650
Staff from this division is responsible for providing erosion and sediment control and stormwater management inspection services for all commercial, residential and individual lot land disturbing activities in Stafford County. Staff is responsible for ensuring compliance with Stafford County’s National Discharge Elimination System (NPDES) Phase II permit for stormwater discharge. Staff assists the citizens of Stafford County with erosion, drainage and stormwater problems in their neighborhoods and enforces the Chesapeake Bay Act and landscaping requirements throughout the County.

Securities Division staff process all securities for commercial and residential development, along with individual lot securities provided for home construction. Staff coordinates with other County personnel to process security reduction and releases for developers and homeowners.
Transportation Division Transportation Contact - (540) 658-4900
Staff from this division review residential and commercial development plans for compliance with County requirements and attempts to resolve citizens' concerns relating to transportation matters. Staff represent the County on many issues involving the Virginia Department of Transportation (VDOT), Virginia Railway Express (VRE), Fredericksburg Regional Transit System (FRED) and others. Staff manages programs with direct impact to Stafford County citizens such as the Rural Road Addition Program, Street Sign Program, Residential Traffic Management Plan, and the County’s Transportation Plan.
Staff coordinates the acceptance of new streets constructed by private developers into the Virginia Department of Transportation's Secondary System of State Highways for maintenance. Staff is responsible for the design and construction of road improvements included in the 2008 Transportation Bond Referendum Program passed by Stafford citizens.

Staff from this division manage the construction of projects built to serve the citizens of Stafford County. Recent examples of projects completed by this group include the Public Safety Administration Building, Stafford Fire and Rescue Station, Berea Fire and Rescue Station, Patawomeck Park and others.
